It would appear nobody is interested in your offer. Here's a suggestion. I have a crack team that's able to get the base up within few days. But I'd have to pull them from their regular duties. So. The offer needs to be more interesting.
Make it 100 million and I'll bite. That should get the stone balls rolling. Make no mistake, ours are made of steel, but for you we can make an exception.
Dear Galen Wrecker, I will agree to this amount if the base is fourth level. Otherwise, we will not consider any amount above 30 million. BUT, if you build a third-level base with all the modules we have listed, we will pay you a bonus of 20 million on top of that amount. That makes a total of 50 million.

Let's get real here. We both know there is no such thing as a final offer and everything is negotiable. Anyway:
It seems someone on your negotiation team did not do their homework. You should probably fire that person. In fact, at this time, I ought to bill you for the cost estimates just for the sake of appearances.
Simply put:
The net* cost of input resources for the Level 3 base with the requested modules approaches 30 million credits. (*) As opposed to gross cost.
That means, without paying for the following:
Repair materials needed to bring the hull strength to maximum, thus completing construction
Crew essentials for the time the base will be under construction
Employee salaries to compensate them for time spent actually shipping the goods ... that is: (1) the net inputs, (2) repair & maintenance supplies, aka Alloys, Robotics, Hull Panels; (3) Food, Oxygen, Water
Insurance payments and/or private security
Some sort of profit margin for the management of this entire operation. We are not a charity.
As a sign of goodwill, I would happily share the cost breakdown with you, for a fee.
Also, on the odd chance that you do decide to make your vision a reality after all, we can discuss payment plan and scheduling. I have been informed about the recent history of the "Rock" base. An event of this scale of explosiveness is hard to miss. Therefore a lump sum payment at the end of construction is just too risky to consider. I need to know you also have some skin in the game, once construction starts.
Dear Galen Wrecker,We are more than aware of the cost of deploying a base of this level. Our company built several stations and sold them or gave them to factions controlling the sector.
We sold the Rock base because we no longer needed a station in that sector. We did not consider it feasible to move to a new sector. The new owner was unable to protect his property, and that is his misfortune.
As for our negotiations regarding the base and its deployment, we believe that the sum of 50 million more than covers all your construction costs. If you are not satisfied with this amount, we will deploy the complex ourselves after completing all preparations.
