Bonjour, I'm Luc Durand, currently representing Gallic Navy forces in the Zurich system.
As you may know, in recent weeks group known as the Unioners has significantly increased its activity within Zurich and Cologne systems. Over this period, our patrols have repeatedly detected Unioners presence throughout Zurich, including in close proximity to Oerlikon Station, which has raised concerns regarding regional security.
Right now the situation remains under control; however, with available data we could suggest that Unioners presence is not going to reduce, furthermore - it may gradually increase in future. Also I'd like to notice that during recent engagements we've confirmed the existence not only of standart fighters and bombers, but also of a heavier, cruiser class-vessels alongside Unioners forces. While our intelligence has not yet confirmed the presence of larger vessels under Unioners control, it could be possible that additional information available to yours side.
In light of these events, I'd like to propose more closer cooperation between the Gallic and Rheinland forces in the Zurich-Cologne region, this includes:
Conducting patrols involving both Gallic and Rheinland forces in Zurich and Cologne systems, ensuring the security of infrastructure and other objects that may be at risk of attack.
Establashing a dedicated channel where both sides will be able to share information that may concern about Unioners or the one that will be usefull for securing safety of a mentioned systems.
I'd also like to notice that more closer cooperation between our sides shall reduce the risk of miscoordination during possible active operations, and will allow both sides to more effectively response to Unioners or any other hostile activity in this region. Morover, this actions will surely help our sides to continue strengthening relations between our respective Houses.

Commandant Durand,
While we are willing to allow your units to operate within our lines, a full joint unit would require the approval of our government. Our high command does not dictate foreign policy and only has the power to grant transit and limited operational authority to foreign military powers.
We see no reason not to further communicate on this matter, but our latest intelligence indicates the bulk of Unioner activity is focused on more mundane criminal activities. While we agree that counter-piracy and smuggling operations are important, we put much greater priority on terrorist forces who actively operate along the Alsace Passage.
Ultimately, compared to groups such as the Red Hessians or your own Maquis, their resources and direct threat are far more limited. We can concur with your assessment that they lack true heavy warships; their last known vessels are either confirmed destroyed or are believed to be on account of long proof of existence. While they possess a meager force of cruisers, we have no doubt they are thoroughly outmatched by both our respective forces and are likely to be of poor condition and quality. That is without speaking of the inferior training and poor combat experience they possess.
As is, our own forces, headed by the Altenburg, are conducting operations of such nature within Cologne itself. Elsewhere, I can report that we have succeeded in degrading Corsair activity, a known Unioner smuggling partner, to a large extent in the Frankfurt and Sigmas operational zone.
Ultimately, we are willing to cooperate to an extent, but are limited by the directives of our state, and logistically, we believe direct operations short of large-scale counter-terrorism operations would be of minimal effect at best, but are willing to spare some light squadrons nonetheless. If this is of interest to you, I will pass it on to the Admiralty.

Thank you for your clear and detailed response. I fully acknowledge the legal and political limitations under which Rheinland Military operates, and I understand the priorities currently guiding your command.
I take note of your assessment regarding the Unioners and agree that, in their current state, they do not represent a threat on the level of organised terrorist groups operating within the region. My concerns remain focused on maintaining stability along this corridor, where even lower-intensity criminal activity can affect traffic security and operational clarity during an already complex situation.
Under these circumstances, I welcome your willingness to maintain communication and to consider the allocation of light squadrons. We accept these conditions and believe that continued information exchange and limited coordination will be sufficient at this stage. Should the situation change, I will ensure your side is informed without delay.
