[Coding]nodock command not working

Bug: /nodock is not working

I issued two times the nodock command two on smugglers, while in a Rheinland Police ship - both were able to dock.

Additional Information: First one docked at Bonn, second one docked at the Ring.

My understanding is, that /nodock issued by law enforcement, will restrict the docking access to all lawful corporation assets.

Checked the config, and indie RFP ID does not have any factions listed on its /nodock command list. You can see on the image that it was about to list all factions you'd lock the target out of.... and it prints nothing.

I've edited the command so if you have nothing to block someone from, it'll print an appropriate error message instead.

As for why indie RFP ID doesn't have access to /nodock, it appears to be an OF privilege at the moment, looking at the config.
