Basic data about the vessel and her capabilities will suffice. We currently have several sectors that lack a reconnaissance vessel, as well as a staging point. The major ones are currently Sigma-17 system, which used to be covered by battlecruiser Vis, but we were forced to relocate them and then there is Rheinland space.
After unfortunate loss of Petra Outpost and relocation of battlecruiser Penitence, our strikes into Rheinland space have become noticably more difficult. Naturally, there are more areas that require this type of a vessel, but these two are the most critical ones, but, this is based on the present situation, which can quickly change.
But first, I've created a roster of recommended high ranking officers for Neapolis. I can guarantee these hermanos and hermanas are suitable for their assigned positions.... for the most part. (*Cesar grins in his mind* This will teach that pesky Nina a lesson after mocking me all the time, heheheh.)
This is the current roster:

Once the roster has been officially decided, we'll give them a right to participate in decision of the reborn Neapolis' first assignment.
The roster seems more than adequate. I did not expect the Elder Nina Rodriguez would take part of this, but it does sound promising in a way.
Very well, the vessel will remained moored to Tripoli until everything is settled. Consider the ship under the Brotherhood's responsibility. Allow me to remind, if it is for reconnaissance, Neapolis needs the adequate technologies. Of course, a hangar that is ready. At the moment, Neapolis is not filling the requirements.

Ah, si. Senor Anastos, if you think an additional assistance with retrofitting Neapolis is required, the Brotherhood can allocate some resources. Don't be shy.
In this case, if The Brotherhood can finance on a cloaking device for a capital ship, jump drive systems and some hangar modifications, it will pretty much complete the Neapolis. Of course, some tests will be needed to be performed and if satisfying, the ship will be ready.

I have a counter proposition. I checked our high-clearance storage modules at Puerto del Sol and Brotherhood high command can grant a single unit of Jumpdrive technology that we have been storing as an insurance for potential future projects, to be installed on Neapolis. Naturally, as entrance is restricted only to the Brotherhood high command and Puerto del Sol administration team, Elder Nina Rodriguez will be responsible for acquiring the technology.
Rest of the work on Neapolis will be assigned to the ships crew.
