The following missive is directed at our closest of allies in the Sirius Sector, during - and recently, after our time as the Ouroboros Movement.

Effective December 28th, 825 AS, the Ouroboros movement, as a result of actions undertaken under the classified 'Shuuban' plan had been dissolved and its' remnants reformed into the microstate of the Utsunomiya Commonwealth (hereafter referenced by the syllabic initialism UMC) as a result of fulfilling last resort objectives of the movement caused by difficulties in recruitment and stability that reached a point of no return.

As a result of this formation, the Utsunomiya Commonwealth has established itself as a territory on Planet Gran Canaria, established as a result of land sales and claims to unclaimed territory on the planet, namely within the Everon region in the northeastern hemisphere of the planet, and as such, has reverted to what one, given our leader and the ship that formed the cause a decade ago's origins - our roots of 'neutrality'. This 'neutrality', of course, does not extend to enemies of Zoner Society, most notably those of the Bretonian and Libertonian variety.

At this time the UMC seeks to resume formal diplomatic ties with your organizations and where possible, render support and aid via the UMC Navy. Due to personnel count limitations, at this juncture we are focused primarily on joint defense with greater Zoner Society in the Omega-49 system and vicinity and a limited expeditionary force supporting allied forces in the MATSUMAE 'AOR' that covers the Pennsylvania system and greater vicinity of Liberty. As time continues and we replenish our numbers and resources, we expect to be able to resume supporting likeminded causes across the Sirius Sector as the embodiment of our mutually forward thinking ideals.

With this being said, as our industrial capabilities are growing as a result of pre-existing shell firms forming as state-owned enterprises, we hope to be able to render economic and supply aid as time goes on; later evolving into defense manufacturing contracts and status of forces agreements that can allow for mutual cooperation on objectives of interest that will benefit both our people, and yours as well.

We know that this shift to a microstate may be of concern to some, but I personally reassure you that this was done to preserve our values and foster a safe home for our people, and for those like us to find haven in this cold realm we call the Sirius Sector.
