Subject: Bretonian House Summit
Classification: TOP SECRET




Madam President,


It is with the utmost urgency I communicate this message to you as dictated from the security of the LNS Helena. Detailed within this report will be my summary and recommendations regarding the House Summit as hosted by Bretonia and attended by Liberty, Kusari, Rheinland, Bretonia, Crayter, and the Gas Miners Guild.


First Topic: Niyodo Drive leak and countermeasures.

Summary: The Niyodo Jump Drive and the subsequent leak from the Lane Hackers was the first and most pressing concern on the agenda as presented by Foreign Minister Thomson. Preliminary agreements were made that all best efforts should be made by all parties to prevent this technology from becoming accessible to criminal organizations that could cause significant harm to the Houses, such as the Order or Coalition. A task force was proposed to handle such issues as a joint-house venture alongside the development of countermeasures.

Recommendation: I do not trust Kusari has it in their interests to truthfully commit to the development of Jump Drive countermeasures at this point in time. The fact however remains that other houses see this technology with some suspicion. It was made a point to bring their attention to how this gives Kusari an unparalleled military advantage.


Second Topic: Tensions in the Galileo region

Summary: Fears of wider economic sanctions and increased armed presence within Galileo threatens the already fragile trade corridor, alongside the frequent stops, searches and in some cases seizures in Shikoku and Colorado. The Houses and Gas Miners Guild sought assurances to not escalate the conflict and bring resolve to the Platinum Mining issue. GMG in particular requested a number of key assurances to ensure the flow of H-Fuel and Deuterium through the region to ensure stable operations. However, the outline was too vague and no true assurances were made.

Recommendation: No comprehensive agreements were publicly made on the topic of trade in Galileo. However we have held side negotiations with Rheinland regarding securing our source of fuel from the Sigma region, and I was personally handed a note from the GMG delegation regarding negotiations for their continued supply through previously unknown corridors. We retain a number of options and I recommend we exercise all of them.


Third Topic: Gallic Aggression in the Tau Region

Summary: In the face of internal instability, the Gallic Union is pushing public attention toward the Tau region to unify them against a common, foreign enemy. This results in Bretonia, Crayter, and Kusari being on the Gallic enemy list. Kusari, due to their posturing against the Republic, is more or less missing from the region, leaving our allies to fend for themselves. This is less than ideal as neither has the military force to stop a determined Gallic push with a key component of the triumvirate diverting its attention away from the Tau region.

Recommendation: In accordance with the deadline placed upon Kusari by Secretary of Defense McKay, we will supply Bretonia and Crayter with necessary war material to begin emergency buildup of lighter forces to tackle the Gallic threat.


Fourth, Unofficial Topic: Kusari's State Sponsored Terror Attack

Summary: During the Summit, Secretary McKay and I were briefed by the LSF of their investigation into the Roppongi and Deshima attacks. Undeniable evidence was brought forth that both weapons used in the attacks contained fissile materials that were a match for isotopes found at Yokohama Shipyard. This evidence was shared with the Delegates present and the cohesion of the Summit broke down. Under heavy pressure and evidence, Kusari's delegates curtly promised action, and withdrew from the Summit immediately.

Recommendation: I believe Kusari has no intention to launch an effective investigation into this crime and will deal with it internally and try to stall us. With their influential corporation implicated in two high profile crimes and a potential third, I believe they will utilize their influence in Kusari to push for war.

As you know, the Liberty Admiralty has issued orders that all forces operating with the Colorado system are to be operating under war-time conditions. I believe it to be imperative that this order be expanded to all active duty Liberty Navy and Liberty Security Force units. I'm sure Secretary McKay will agree, we believe that a Kusarian attack is imminent, and we must be prepared.

If Kusari does not strike by the time the one month deadline as issued by Secretary McKay passes, we must be prepared to seize all Kusarian assets within Liberty and nationalize or liquidate them. In addition, I believe a freeze should be put in place to prevent these assets from being evacuated from Liberty.
