Kaigun Gensui Akenobu at your service with a list of new standing orders.

• The Imperial Prime Minister is under house arrest. If any of her vessels are spotted leaving the vicinity of the Planet New Tokyo to Planet Honshu trade lane corridor, you are authorized to escort them back. Lethal force may not be applied. Damaging the vessels as persuasion tactic is permitted.
  
  
• KOI Element Fujisaka Ki is declared a rogue actor. Termination orders are hereby issued.
  
  
• Ringleader of the protests, Yotamono, is hereby declared a liability to national security. A formal arrest warrant is still outstanding, do not wait on it and just seize them.
  
  
• Protesters within the boundaries of Kusari territory are to be protected as normal subjects of the Empire. Protesters within Galileo are to be protected once they've been fired upon. Do not encourage them to shoot first but also do not stop them. The rage of the people must not be contained, it requires guidance. Offer that guidance by highlighting proper means to serve Kusari within our ranks.
  
  
• Two Samura senior executives are hereby wanted over plots against the Empire; Gento Tanaka, aged 61, resident of Osumi City, Planet Kyushu. Yasushi Kanno, aged 43, resident of New Tokyo, Kita District. The State Police has been briefed about the situation and increased border checks. The subjects are unlikely to flee Kusari at this point. The Admiralty wishes to speak to them directly, bring them to us.
  
  
• Lord Protector Mitsuo is currently not responding to inquiries by the Admiralty in regards to yesterdays protests. The IKN-Haruna is currently stationed within Shikoku and generally operates in a fashion similar to the Akatsuki Special Battlegroup, rendering independent and silent operations not unusual. Nevertheless, remind them if you spot them.
  
  
• The Ministry of Defence officially welcomes Shogun Yamato-dono as part of the IAF. In addition to fleet command, each Admiralty member will be attached one of the Naval special divisions as part of the restructuring efforts. Please consult the list below for your new division leader:

  • 13th Training Squadron - Kaisho-ho Kojima Orochi (2nd Home Fleet, Myoko)
    
  • 66th Tokubetsu ensei-ka - Kaisho-ho Hayashimura Kiyoko (T-NGD)
    
  
  In addition, the Tokubetsu Keisatsutai is elevated to the status of independent fleet and its Head of Operation 'Goryō' receives the privileges of a Kaisho-ho.
