ok so I was jsut going through alaska on my hunter when I saw an independant trader, he said he was taking goods to the Order,
Now how should I act when I see this?
Should I as a bounty hunter demand his cargo as to hunters it would be contraband,
Or should I let him leave on his merry way?

a pure roleplay issue of an encounter that should NEVER happen.
a trader penetrating zone-21? - i doubt even hackers can do it ( yes, they hack lanes, but thats about it )
a trader telling a hunter that is in a state of open warfare with the order that "he carries material to the enemy"? - thats like flying light fighter to a battleship, ,tauning the battleship and getting blown up - but afterwards complaining about unfairness.
so imo - the BHG can at the very least force the trader to return the way it came. if he made it through zone-21 ... good for him. if he came the long way ... give him a nice escort. if he doesn t comply - persuade him.
but of course - that might violate the server-rules cause its not stated in the ID that you can.

1.5 years ago .... in 4.83 - a BHG would have blown such a trader to pieces - and guess what - the trader would not have complained.
nowadays - everyone is afraid to do something wrong, even if its right in RP

in rp, the trader would have said something foolish. ("I`m supplying your enemy") and he would have faced the consequenses. (people don`t like ships that supply their enemies)
but from a server rules point of view, you should let him go.
By stating his intentions so brazenly, one would think the trader would become a hostile combatant...
If someone is travelling through "your" territory (debatable, but the Navy/LSF are still on the same side in this war...) with the intent to supply your enemy, they should expect you to re-possess their cargo, impound their ship and/or kill/imprison them...
I think it depends - is he a Bounty Hunter or does he work with the Guild Core? I'm pretty sure the latter's ID allows you to destroy someone assisting the Order, technically speaking. Trying to convince him to not supply the Order would be best - either by asking him to turn around or, better yet, convincing him it would be even more profitable to supply the Core instead.
Or, easiest solution that seems to fit logically, since he was in Alaska, you could always report him to the LSF. I bet supplying the Order is a pretty big crime in their eyes. Let the Libertonian tax credits take care of the problem!
Roleplay wise I would expect the Hunter to get the most profit out of the situation. He can either accept a good sum of bribe to let him go, he can blow him up and loot the cargo, he can report the trader to the LN and expect a reward or such.
Hunters are based on how much they can make out in space within the legal borders that are 'flexible' for them.
Order RP should be like capturing the transport and forcing it to drop all goods to an Order base.
