On the DSE ID, it says that I can "hunt pirates and terrorists in Liberty or in a system with a DSE base.
So, my question is: what is considered a DSE base? Take Tau 23 gate construction site for example. Technically it's owned by BMM, but there are DSE satellites and transports all across the system as well as depots. Additionally there is a large DSE employee population.
Now, my purpose in this not to run rampant across Tau 23 killing all manner of Outcasts and anyone else indiscriminately (I could have done that already in Liberty), I just wanted to clear up something that seemed fuzzy to me the instant I read it.

Not necessarily. Security of DSE construction sites is generally provided by whoever pays DSE to do the construction. In the case of the Tau-31 Gate Construction Site, BMM also manages the base since the gate is operational and the construction focus is now on the trade lanes. DSE presence in Tau-23 is simply quite low.
I would say that it would not be strictly in-RP for DSE ships to actively hunt pirates in Tau-23, though I would be a bit dissapointed if it was prohibited by the ID since in some special cases it would be perfectly in-RP.
two sides of medal: is the satelite is base ? i think it's not... so ?
other side : there is big population of DSE pilots. It's should be discussed for sure. But in RP look, that you should protect transport when you escorting, but no getting in special to hunt some pirate, with system where it doesn't any DSE base around ( like i say, satelite and population of NPC is not base)

but honestly i would hope you dont give the xenos reason to disrupt our trade convoys even more.
traders shouldnt hunt anything...leave it to the loacal lawfuls, mercs, freelancers, and our corporate security.....having DSE traders hunt xenos is bad for business....and just unneccessary.
The question is not about satellites or undockable bases, it is about the Tau-31 Gate Construction Site.
I suppose the question can only be truly addressed if that base is compared to others like it. For DSE, there is also Freistadt Base, Ames Research Station, and several others that have DSE populations but that are managed by other factions. Most factions are in a similar situation.
The way I see it, it's simply too gray to be strictly allowable by the DSE ID. On that note, keep in mind that the clause is regarding the hunting of pirates and terrorists.
