LR- to independent NY pirates (rogue affiliated)

As an idea, it's great. As an educational program, have you considered adding indie pirates that are friendly to the rogues? (Either untagged pirates operating in Liberty or Hackers for instance?)

Rogues, Outcasts, Xenos, Freelancer IFFed Pirate IDed parities. Its not faction specific and not only in NY.
