so some please tell me what do the Nomad power cells do ?

They don't actually do anything. They're just a commodity, but they sell for $1,000,000 on bases at the commodity dealer, and even more if you sell them to players on the Stock Exchange. They're RP items that some people keep as a trophy, and other keep to supplement their RP.

They're simply seen as powerful RP items, and lead to pretty interesting situations.

If you're looking to get one, I think there's one in a gate somewhere, and players usually sell them in the auction forum.
