Senors, it is the opinion of the Council that a formal document concisely and succinctly spelling out our laws and codes of conduct has been long overdue. Through weeks of discussion in the Council chamber and the effort of our scribes, a draft of such a document has been produced.

Despite the Brotherhood's decision to withdraw from the Council of Elders months ago, the Council extends an invitation to the Brotherhood elders to view, contribute to, and if necessary amend the document before it enters Corsair legislature and is made law.

As always, Elders of the Brotherhood are welcome to enter discussion, in this case regarding the perfection of this document, in the Council Chamber.
