I dont think you can ask the trader to drop anything except is he is carrying the pilots of your faction , and you are allowed to stop him in your own system.

why are you all set on no? It states that CD is not an attack.. if he opens fire and not gets 50% down he misfired.. OOPSY it happeneds.

Unless the rules are wrong.. but as they are right now its not an attack. Guess you can CD them.
Bug an admin or couple even to be sure.

if its a lawfull cruiser he can hold him till the fighters arrive (police) to deal with it.. but he can always RP that he didnt find anything.. if its a cruiser you can believe he will be looking for big stuff like Hmm.. a secret portal where all the leprechauns hide
