ADMIRALTY DECREE No. 29

Owing to persistantly high numbers of blockade runners across the ever-widening front in Leeds, the growing threat to civilian shipping from the intensifying battles across the system and the disruption of recent BAF military operations in the Leeds system due to civilian traffic, the Admiralty Board of the Bretonian Armed Forces wishes to publicly announce that the following regulations are now in force.

1. All civilian vessels passing through the Leeds system, irrespective of destination, are to proceed at once to the Derby Checkpoint in front of Planet Leeds upon entry into the Leeds System..

2. Upon arrival at this checkpoint, all ships shall be scanned for contraband and questioned regarding their destination.

3. Ships heading to Edinburgh, Planet Leeds, Newcastle, New London, Cambridge, Dublin, Manchester or Magellan are to then proceed, under escort only if required.

4. Ships heading towards Stokes are to be turned back. The Stokes Lane is CLOSED to all civilian traffic without special Admiralty dispensation. Ships attempting to fly towards Stokes along the lane or across open space risk being fired upon if they are carrying cargo and refuse to stop when ordered.

5. Ships wishing to travel to LD14 may be escorted across open space, by BAF officers, at the discretion of the BAF on duty on the understanding that LD14 is an important Bretonian facility and that its resupply is vital to our war effort.

6. Ships wishing to trade legitimately with bases in Tau such as IMG, Zoner or Council facilities are to be ordered to fly via Edinburgh and from there to Harris in Tau31, to avoid entering Kusari controlled space en route to their destination.

7. NO ships may cross the border from Bretonian to Kusari controlled space at any time, with the exception of:
- Empty cargo ships or non-cargo vessels
- Those carrying only humanitarian supplies and a certified Humanitarian Aid Licence from the BPA
- Official vessels of the IMG| and the [TAZ], who are being granted the sole license to supply Freeport 6 through Bretonia

Even these vessels, however, are politely asked not to use the Stokes-Leeds lane for their own safety and so as not to obstruct BAF military operations in the area.

8. Ships arriving from Kusari controlled space at Leeds with cargo are notified that they may, under certain circumstances at the discretion of BAF on duty officers, be asked to dock on Leeds for their cargo to be impounded by HM Revenue and Customs pending inspection. Compensation may be awarded in these cases, again at the discretion of BAF on duty officers. Any complaints regarding impoundment of cargo in this manner may be forwarded to the BAF Admiralty. Please note that compensation will never be awarded in the case of importing dangerous cargo such as nuclear devices or other contraband items.

All citizens are hereby notified that the above regulations are in force and being actively enforced by official agents of the Crown from this day, 19th September 817. Those who refuse to obey the above regulations, avoiding the Derby checkpoint by flying across open space and refusing to halt when ordered are warned that they risk being fired upon should they pose a threat to the Bretonian War Effort. Any queries, complaints or requests for special dispensation are to be forwarded to the BAF Admiralty.
