Apparently, Pitts made too much cash/too little risk

To little risk? the rogues had gunboats there every few minutes blowing up miners (npc's they were). Then there were pirates who would just make the rounds and keep coming back after a little while. Although it is Liberty...and everything there is weak. Meh, I can the see point in it. Might give other houses a bit more activity.
