One of the biggest problems with vanilla freelancer was that because of the SP campaign, everything was leveled, and made so you could progress through the houses as you leveled up. In unmodded multiplayer this was still a problem and everyone flew around in eagles with nomad guns because that was highest level fighter with the best guns.
Now with MK2 fighters discovery has changed this and done a good job of making every ship balanced and playable.

But the region of space you're in is still unbalanced.
In liberty you might be attacked by pirates in starfleas, bloodhounds and the occasional dagger, but you go a few systems away and you're being shot at by falcons and stiletto's in rhineland.
Now it's not a big issue and most people dont mind this, but i would kind of like to see Sirius NPC's being balanced.

There's a bunch of difficulties here involving what's an appropriate level for NPC's that fits with experienced and new players, i was thinking lower level pirates and BHG and high level police in house home systems like NY while the pirates and BHG get a higher level as you move out to the independent systems between houses while the police get a lower level. This is just a possibility though, not the real issue at hand and can be discussed later.

If we can get all house space on an equal footing then it's possible (oshi- flamable topic) to change the starting point of new players to other houses, as right now, liberty is the only part of space that has the NPC's and ship prices(would need a tinker) to make it easy for a new player.

get some opinions out, is this a decent idea, unnecessary, unimportant, or flammable?

While I agree the NPC's are too easy for the Liberty unlawfuls to farm DURING (<grr) a fight, it is still generally the starting point for new players.

We can't shove new players into a level 15+ NPC world. That is one of the main reasons it isn't fully balanced.:(

Maybe make more Pennsylvannia type Zoner systems and make Liberty, Bretonia and Kusari on par with Rheinland NPC's?

Penn isn't really a Zoner system; it's a system settled by Zoners and annexed by Liberty.

But the idea of making some lower-level NPC's and cheap buyable ships in the other houses is not bad in principle.

yeah my whole idea is a thinly veiled suggestion much to make every house start-able for a new player, try get people to start in other hosues to increase their activity.

but it could just be a drunken idea that needs to be shot down (thank god for spell check)

Well, making good NPCs in the four houses might be a good idea.
Just keep them weak in Penn for beginers.

Let say it would help keeping begginers in their beginer system.
