Citizens of Malta, soldiers of the Commonwealth and servants of the fields hear me.

As every single one of you has most likely already heard, the Council of Dons has recently been disbanded and reshaped into something new, something better, something stronger and wiser. The majority amongst you accepted these changes and went on about your daily lives. Others praised and welcomed them, and a minority questioned or refused to follow them. Regardless of your choice or beliefs, we hope to prove to you that we, the new Ministry, are indeed that New, better, stronger and wiser government that you deserve.

In order to do this, a number of changes (based on numerous complaints and suggestions) will be made. Mainly concerning Omicron Alpha, Beta and the in- and export of our beloved Orange grass.

Concerning Omicron Alpha.
Every single one of us is aware of the fact that more and more of the smaller, private companies of Malta are reaching for the stars. Unaware of the dangers present out there. They act ignorant, foolish, competitive and on occasion hostile. How the other independent forces and companies react to this is completely their own choice. However, the Ministry has decided that the Maltese Navy will no longer tolerate threats to our proud home world and shipyards. We will offer our assistance to the private companies in case of need, but will not hesitate to use force to safeguard the majority of the Outcast fleet and home world.

Concerning Omicron Beta.
The Gas miners guild presses on still. This has to be changed. The navy will be transferring several wings of fighter craft accompanied by one Storta warship to vicinity of Ruiz.


Concerning imports of various goods and export of Cardamine.
A registry of well-known traders and approved suppliers will be created. Suppliers and traders listed will receive special privileges such as shorter scan durations, special prices and private ports to promote a smoother flow of Cardamine.


Step by step, we'll change the world we live on and the space we move in for the better.
