Greetings. Let me introduce myself since we have not formally met thus far. I am known as Venom, Codename Stealth.Raven. Founder and Fleet Admiral of the Elite Shadow Society. My organization and I hail from Ruiz Base in Omicron Beta, and as you could guess, we are Outcasts.
The reason for which I am contacting you is more specifically three fold. We want to open channels of communication between our two great organizations, inquire about the possibility of using your bases, and we also want to inquire about an arms agreement. Let me address each point so that you can see where we are coming from.
First and most importantly, I would like to let you know that we want a relationship with your organization. We support your overall intentions and operations fully and have no quarrel with it. We would also like you to know that if you are ever in need of assistance and we are in the area, please do not hesitate to give us a shout over a secured frequency. Attached to this transmission are the security codes needed to contact us over a secured channel. We would also like you to inform us if any of our elements cause any trouble for your operations as well. When notified we will deal with it accordingly and on a case by case term. My Agency takes great pride in keeping our members in line and I assure you they have their own measures of enforcing discipline.
Secondly, I would like to ask for permission on a multitude of subjects regarding your bases of operations. And through this I believe a symbiotic relationship could be forged between our two organizations. We have traversed vast distances to deliver shipments of Cardimine to your bases all over Sirius. We would like to make this a regular thing as we enjoy doing business with your people. Also to this end we would like to have permission to use your bases for regular refueling, rearming, and temporary bases of operation for member assignments. Please note that we do not aim to involve the Liberty Rogues in anything that our clan plans to do and we do not aim to draw hostiles towards your bases either. But please also know that we would also be able to help defend your bases in case of attacks and we will be more easily able to help you in your times of need. Also distribution of Cardimine would be easier not only to your people but also to the rest of society at large in Liberty which is a shared goal of the Outcasts and our organization, hopefully the Liberty Rogues as well. I have also heard many rumors that there are independent Outcasts running amok in your territory. I personally feel that our presence might help put a stop to their disrespectful actions towards you and help draw less attention to your operations in general. Maybe they might listen a little better when one of their own lets them know they are doing wrong and even if they don't listen to reason; I feel that it is our responsibility as an upstanding organization of the Outcasts, and one of the few organizations of the Outcasts that operates in your immediate area to help dispatch and reign in these rogue elements of Outcast Society.
And lastly I would like to know what could be done as per an Arms Agreement between our organizations. Not only would it be a direct stimulus to your organization's finances but it would help us as well. We would have a wider range of arsenal so to speak with which to operate with. So the benefit is mutual between us. Specifically we are interested in an agreement pertaining to your proprietary weapons and vessels. Some of our elements like what they have seen and feel that they can make use of your weapons and vessels to benefit our organization and who am I to argue with my subordinates if they see something they think they can get the job done better with?
I ask that you consider my words and I await a response from you. I hope that something can be arranged and agreed upon between our two organizations, and if nothing else, I am still happy to be in contact with you and have an open relationship of communications with you.

Hmmm, greetings there. I have heard of the ESS organisation from my informants in Alpha, so do not judge me too harshly if I ask a few more questions of this...deal offering, so to speak.
You, throughout the transmission, failed to give examples of what exactly will your purpose be in the Liberty space. While rounding up stray, foolish Outcast individuals might be a good thing, they are also a very good target practice for my recruits, most importantly they don't need to go seek them as they hang around Alcatraz pretty often.
Also, what kind of ships are we talking here? I have nothing against fighters and bombers, but anything gunboat class will need to be...insured with a sum of 10 million credits per month per vessel. Anything cruiser/destroyer/battlecruiser class, basing off our territory will suffer additional 20 million per vessel per month charge, as well as battleships and Dreadnoughts should only be moved if the need arises where Bombers cannot do the trick.
The reason for these fees are the following:
Supply costs (Fuel, repairs, consumer goods)
Supply shipping
Crew upkeep
Use of mooring platforms
If not moored, usage of Rogue-protected space around our bases
Also, we are rather picky who flies our junk, and by vessels I think you might be reffering to the Barghest. If so, these individuals will need to go through an advanced training for a crew of three minimum, also, they will need to be added to our approved vessel database.
The price of assembly we can negotiate with.
However.
I may not ignore a few interesting flaws in this transmission.

I must know of these intentions then. We cannot operate under the same roof, not knowing what the other arm is doing so to speak.
I have already seen reports of your vessels in Cassini. Till we know of your intentions in Liberty I would suggest you refer from entering that space for the time being. Padua base is more than ready to accommodate your forces, if you supply them through Kusari space.

I honor all questions you might have about us, it would be a misjudgment not to understand who it is you are dealing with, so I have no quarrel with your queries to me or about my organization. So please, ask away my friend.
Well as you did mention, we have a vested interest in helping to round up the rogue elements of the Outcast Nation who cause you trouble. It not only endangers your people but your operations as well. Our task in Liberty is one of simplicity. We seek primarily to spread the influence of the Orange Dream amongst the populace. Furthermore we have a taste for revenge on the Liberty Navy. It's a long story my friend but suffice to say we are the end result of experimentation by them. Though we are left stronger and better than we previously ever could have been if left untouched, we still do hold a grudge for not being able to live out our past lives as they could have been. Once you have seen us, and get to know us better, you might understand why this is. But don't take our intentions towards the Liberty Navy as a bad omen on your people. We work in secrecy and in shadow. I'm sure you know that it is common knowledge to anyone who has worked the beet as a Liberty Police Officer or a serving member of the Liberty Navy that Outcasts and Rogues do work together. So our presence on your bases if you agree to this won't be anything new to any of them should they ever find out. But make no mistake we are not into leaving trails and we do everything that we can to maintain a professional operation. We plan to strike on Liberty Navy Vessel targets from time to time. But not so much that it draws too much attention. I am sure with fewer and fewer Navy Vessels patrolling it might even make your operations run a little smoother. Who knows, we will probably end up ending the career of a few nosy cops as well. All in all our biggest interest is our shipments of Cardimine. It funds our activities in our major regions of operation back home. And as we are a piracy group, we might stop people and pirate their vessels if we see something that we like. Please note that we are on the look out for anything that we can get our hands on in the way of cybernetics, robotics, advanced communication devices, alien hybrid information, any type of raw metals you have no use for, and genetic related materials like interesting strands of DNA or related equipment to continue our research. You see, we are not like the others of our nation. We are moving closer towards a transcendence of man and machine built together. Sure there are sacrifices in this, but the gains far out weight the losses. You see, we were forced into a limited state of this by the Liberty Navy in their little pet project that they did behind the scenes at a black site denied officially. We just took it to the next level over the past couple of decades after we were freed.
As for what types of ships we are talking about.. Mostly we are talking about our Transports and Freighters. They will have escorts however and these escorts most of the time will include fighters/bombers. From time to time though we have large requests that we must fulfill and in that case you might see once in a blue moon a small fleet of transports escorted by a destroyer and some support fighters. That is when we have large shipments we must deliver on time though. Don't count on seeing this too often though, but don't count it out either. As for Battleships and Dreadnoughts, you will never see any of ours unless the Outcast Commonwealth demands that our presence in such vessels are deemed necessary. We however will not willingly be taking such craft through Liberty, unless the Commonwealth calls on us for such actions. You might see a few gunships from time to time.
And as for a Destroyer basing from your stations, this will not happen. A destroyer might stop to refuel and escort a large convoy, but there will be no basing. And as I mentioned before, there will be nothing large than a Destroyer seen from us by your people unless the Commonwealth requires it of us. But we will gladly pay your fees of service. When we reach an agreement, simply let me know who our financial contact will be and where the money should be sent to if not directly to that person and all will be taken care of.
As for our pilots needing to be trained by your comrades, if we must then we will comply. Please note however that we easily integrate into most computer systems simply by using a patch cord or two. After we have the ship in our possession and have had a little bit of time with it, heavy modifications would be made to it so that a pilot of ours would be able to instantly link to it through our subspace network. I won't go into too much heavy detail into that because we don't just give out our trade technology secrets, but for a price we might be willing to help you research and give you prototypes to study of our own technology. We even have a Destroyer that has it's owner fully integrated into the ships systems. Sad that he cannot be removed now but he likes being the ship so to speak. Suffice to say however, it wouldn't be hard for one of our pilots to pick right up with any of your vessels given the time to modify them and glance over the systems on them. But we will comply with your desire to educate us on your vessels if this is what we must do. We honor you as our friends and we honor your requests of us in full.
When I mentioned all over Sirius, I simply meant to your various bases, my mistake for your interpretation.
Our intentions outside of shipping Cardimine, we can go into further detail if you must know but I would request a much more secured channel, or perhaps a meeting in person. I have laid out however our basis of what we intend to do in Liberty. Deliver Cardimine, disrupt the Liberty Navy, and pirate from time to time.
