I personally don't get what all the fuss is about. All the applicable boxes in the tech chart are white, which means a bio and possibly a story would be enough. Unless your friend is very lazy...
It's a civilian ship. If you have money you can buy it. I really, really doubt anyone will flip out if a GC/Corsair/Synthfoods/IMG/Outcast/Hessian/Xeno/LPI/Whatever pilot is flying around in one.
It gets a mining bonus as well, so it's best suited for the rock busting factions as a heavy escort/mining ship/etc.
Hence civilian. Krueger/BMM/IMG/DSE and so on can make good use of it.
