Rule Violation?

If a vessel which annouced it would be AFK for a time, was used as a shield for a hostile player at the Bethlehem Zoner base, against friendly NPC Cap ships on the AFK player? After reliesing this the AFK player requested that the Hostile stop. Hostile refuses to do so and where you move to he follows just to use you as a shield. Is this a rule violation on the Hostile's part?

There's no announcing of AFK. I treat them all the same. If it's AFK that means he's not responding and is being rude. I blow him up if I'm a pirate.

No "afk" in space.
