Custom ships occasionally popping up (like the BS patrols) wouldn't really destroy the balance, imo. Just make every 1/10 patrol of the respective NPC faction to be consistent of VHFs.

I really like this idea.
It does make a lot of sense as new ships are developed some of the patrols will switch to using them.

The question would be in what proportion.
