also note, that just because clearly marked pilots of the xenos organization are not able to dock to sell their goods, does not mean they do not have ways of getting unmarked smuggling vessels that appear to be something else to do their bidding.

A faction gives away SOOOOO much that the Xenos need to keep hidden. Its hard to remember the names of all 6 or 7 people that jumped you, especially if they only do it once in a great while. It is easy to remember one tag. It would be bad to have a mess of people flying out to kill us as soon as we log on. It is much more fun to surprise people with cake or death, and be all out of cake.
