I realse you are just trying to be helpful Angel of Mercy but this idea seems unworkable, unpractical and too complicated to implement with any kind of effectivness. Simplicity is always the best way.

Just my thoughts :)

I don't think there necessarily needs to be another organizational body convened to deal with problems in the colonies. The existing clans can police things if they have the will to do it.
For instance, if the Rheinland Military clan decides that they will not tolerate Rheinland vessels equipping nomad weapons, all they have to do is issue a warning to Rh vessels found using them, and then place a hunt and KOS on the pilot if it isn't changed. Players who get out of line can be reprimanded within the confines of RP this way without flooding the Admins with more problems to deal with. A pilot who constantly finds himself being hunted down will either change his ways, or leave for another section of Sirius. Problem solved.
This is a RP server. Pilots who insist on flying any ship under any tag and any ID, and using any funky weapons loadout they choose, while harassing and firing upon any ship within sight, ought to be ostracized by the rest of us, and "encouraged" to go to the PVP server or somewhere else.
Social pressure is, and always has been, far more important and effective in the smooth functioning of society than the enforcement of any governmental body.
What we really need on this server is a communal consensus, and community enforcement of that consensus.
I heard a pilot in NY the other day complaining that Liberty weapons were worthless and he had to use nomad weapons to be competitive.
I thought to myself, if he and everyone else is fully in RP, he shouldn't have any problems using Liberty weapons, because they are geared to the natural enemies of Liberty.
A Liberty fighter with Liberty weapons might have a problem up against a Rheinland fighter with Rheinland weapons, but that shouldn't be happening very often anyway. Such things are what wars get started over.
You might disagree with that example, but just focus on the point rather than the example.
What is needed is not another lawmaking body to fix our "problems". All of us just need to take responsibility for practicing good RP and politely encouraging everyone else to do the same...until weapons fire is needed for more forceful encouragement.
Before long, I may start believing that anyone I see with nomad weapons is infected with Nomad goop, and react accordingly.
