Starting A New Clan

Hey guys i need you help.
I know I am already in a clan buti would like to start my own clan. but how do I? I would like the clan to be called the Sirus Peace Keepers [SPK]. I would like this caln to be allied with all fractions, but not the pirate ones.If any one could help that would be very welcomed. Thanks a ton.

I don't think that we need anymore clans, there are not enough people for existing ones... and all space for peaceful factions, e.g. House space, was already taken by SF, IG and RM.

And you cannot join two clans with characters from one account, with the exception of 'chaos' characters like Phantoms.
