I wish that this message was sent on friendlier terms, but I am at a bit of distress at being finally informed that there is an order for the arrest of Outcasts within Bretonian space. This absolutely baffles me. It's ludicrous to think that Bretonia would sever her ties so unexpectedly after the lucrative peace we endured.
Normally, I don't concern myself with matters the politicians should deal with, but I am declaring this a military emergency. By thinking of us as something to merely arrest on a whim is an active act of war, and we will respond in kind. I shall make that very clear right now. I am not here to threaten, I am merely here to inform you of the repercussions of your actions. And seeing your faltering at the hands of Kusari, I think you need allies.
So please clarify to me what warrants us as criminals within your space and why you severed a tie that took years upon years of tedious work in just a whim.

Your concern is touching. However, the stray-outcast policy was put in place to deal with annoyances in the Dublin system and elsewhere in Bretonia proper. Countless of times we've told Outcast vessels to stop lingering around heavily populated areas and countless of times they refused.
As the Outcast Commonwealth failed to deal with the problem, we took matters into our own hands. Any Outcasts that refuse to leave when requested by a Bretonian Officer will be treated as hostile. I suggest you get the word out to your people that we may be in the middle of a war, but that doesn't give your people the rights not to obey our words in our systems.

Stray. I assume that indicates the rather disassociated members of the Nation. What of those who are registered with more irrefutable groups? Punishing the Nation as a whole for the sins of the incompetent is something we should also have brought to our attention. Merely taking these people into custody without notifying us is rather rude.
As for these claims of pirating in Dublin? It is impossible for our vessels to even get that far and then contemplate commerce interdiction with the amount of hostiles around that area. Those that do are not members of the Nation to me. Treat them as such, but do not persecute those who wish to extend their hands in aid to the ailing Bretonia.
Perhaps we can discuss this on more civil terms, yes?

I believe there is a misunderstanding between our respective nations about our relationships. The agreement we honoured with Mr Jameson long time ago follows several principles one can summarize as the following : Bretonia do not mess with the Outcasts, and the Outcasts do not mess with Bretonia. Of course we have common ennemies but some other political considerations prevented this agreement to evolve it into any form of cooperation.
A key feature of this agreement is secrecy. You are free to send wings to or from the Omega systems through Bretonia, provided the said wings are stealth enough the BAF wont bother you, on the other hand Outcasts loitering around were never allowed. Outside of the Bretonia Kingdom, simultaneous operations against the corsairs or kusarian forces may happen say, by chance, whereas openly assisting the BAF in House cleaning is highly embarassing. If spotted and caught in Bretonia proper, an Outcast will be asked kindly to leave public area and forcible arrestation will be used as a last remedy only. In case of mutual assistance, none of our administrations should keep official records of it.
Your concern about Bretonia is welcomed and acknowledged, however until we reconsider the question the aforementioned policy will stay as it is. I dearly hope this slight misunderstanding is now dissipated and that we nonetheless maintain healthy relationships. I wish you a good night gentlemen.
