I am Gothera of the CrossBone's Primary Forces. I write to you in hopes to establish communications between your nation and me- my handlers. I have been instructed to ofter services and supplies even bribes if necessary. Should you find time to discuss matters; I will make this brief CrossBones are looking for a Non-Military Pact with the Outcast Nation. That is, are requesting permission for supplies and bases to repair our fleets as they move on. Request permission to move fleets through outcast space in order to get to other systems outside Outcast space. Request permission to move our Military supplies through Outcast space. Request permission to allow our smuggling operations move through Outcast space. Requesting permission to buy and sell weapons within Outcast space. And finally we request permission to use weapons obtainable at bases we are allowed. I am willing to hear all your thoughts and terms on the matter. I await your response until then my fleet will remain outside Outcast Space.

Your requests need to be discussed on a case-by-case basis. Although I appreciate your attempt to keep it short, I'll need more detailed information about fleet, equipment and the other things you requested permission for.

Though, I think the base you picked for launching your operations will suit you less than the one I've been thinking about. My suggestion is Kirkwall base. Should you accept it, I can provide coordinates, docking rights and access codes. All up to you.

Section 3 meh throw it out it was filler anyway. I and the Foundation accept the terms expect your 'gifts' soon. Please bear in mind my forces will be on the move as soon as things at all clear. Kirkwall base isn't known to our forces or'¦at least to me. I am looking for it. And I know it's not around the Sigma's. *Rests arms on the maps* these maps could be dated. Coordinates would be nice as my fleet is currently running around like kids on riddling and needs a place to tie down.

You'll find Kirkwall base in the F6 quadrant of the Orkney system. Given the area of operations you told me about, I think it's well suited for what you have in mind. Let me know if you're interested in it. I will clear some docking bays and arrange clearance and sufficient auxiliary personnel until all your men that take care of the fleet maintenance are there.
It is also reasonably well hidden from prying eyes
