Regarding your idea, I like it, and there is not much room for abuse really. I have seen junkers gather around fights to pick scrap (purely inRP ofc). Even though there are some guys that stick their finger to the B key with superglue, all the junker needs to do is ask for the scrap in their holds or be faster at tractoring.

That would also make battles amusing, too, because the first thing that happens now when someone goes boom is that everyone else immediately hits their tractor beams to gather in any bots, bats, or other cargo.

Which means that you do that when (say) a battleship goes boom and you fill your cargo hold up with 100 units of scrap metal and leave all the good things behind would be amusing...

I can barely see my Junker cheering against the party with the bigger ships already, so he could earn more scrap. I love the idea. Maybe not the biggest thing ever done, but it would be cool, give the junkers something to do. Maybe te ships could drop small amounts of ship hulls or engine components, too? H-Fuel perhaps?
I doubt everything's exploding.

Don't forget ALG... (sun) I can already see the LPI ticketing the LNS caps for littering after a big battle.

It does offer an interesting bonus - scrap's easy to sell for most factions, offers a good price.
