They just finished a recruitment drive a few weeks ago. So it won't be open for quite a few months, unless they have problems with their new members.

SCRA Recruitment is normally done when numbers start dropping and Slots are freed up. *Shrug* But it can also be done on a whim if Alvin feels that SCRA needs more pilots than his 'slots' currently have.
