What should VPS do to encourage players to join?

Expand to a faction that's responsible for the protection of all mining fields, make contracts with the IMG / CR in the Taus, the Kruger / DHC in the Omegas in addition to the security you provide in Dublin.

My recette for that is perceiving the server an RP and all that nice-sounding idealistic [censored] for what it is - A Tool, not an End.

You should see members as a sort of mixture of customer and employee - you need to pure blunt apply marketing knowledge in order to keepem happy. You keepem happy in various ways. The vast majority is in for the combination of companionship during battle and victory - aka ganking others. Some, much less common (but eventually all) are up for something with much more finesse and texting - aka RP. I've seen tons of pureblood RPers simply coming over for a loose battle and tons more PvPwhores taking a rest in RP.

So essentially it comes down to a steady combat source somewhere near a manpower node (Place of higher population, like New York, Dublin, T23, O7, Alha/Gamma - where there's money/piratez - there's manpower) PLUS the occasional odd job to make things more colorful when the everyday pewpew becomes boring - expedition, research, recon, survey, intervention.... Whatever imagination comes up with and common sense allows.

Trust me, it's how CR works and it works for the last five years.

@ Dodike, We have a fair few shared ships, some docked in Bretionia, Liberty and Rhienland I believe.

@ The Major, That is very true. But I would like to say this. We don't just protect Dublin. We have a standing contact with [*USI*] and [Convoy]. We have in the past tried to get other contracts with other factions, syuch as [ALG], heard nothing at all, and IMG| who was very reluctant.

Malenka I assume correctly that you voted other. The third choice meant the same as more pvp.
