My constructive comment would be to use the faction feedback thread. Thats what it is there for.
Feedback threads applicable to me get reviewed when people post in them. Especially when that poster is constructive in their criticism (and tells the truth - which is not always entirely the case). Rarely does anyone post good stuff there so yes, sometimes it can get heated but it's feedback.
So with regard to your original question, are there any consequences to this kind of behavour?
Yes if the faction is made aware of it and wasn't before, it is presented in the right manner and is fairly truthful. It doesn't have to go on the forum in all it's glory. Often a general question followed by a pm gets things moving far more constructively than a flamefest in public. There are a lot of large ego's here.
There's a reason why the faction feedback threads exist.
The official faction may tell you to go pee up a rope, but ...
As was pointed out, with the right to be the official faction comes the responsibility of being an official faction. So while the players themselves that interact with you may not be too active, there can be both faction leadership reprecussions and admin reprecussions on the official faction. So go to that forum and post, in as non-abrasive was as possible, the facts with supporting screenies.
If you as a player choose not to follow the admin approved way of giving feedback to a faction, such that it can be followed up on by them if need be, then you give up your right to complain. (Oh, you can still whine and moan on here - just don't expect anyone to take you seriously.)
In other words - follow the standard operating procedure.

Like other people said, I am saying it again, contact the faction's leadership per PM or skype and post it on the forums.
That behaviour is kinda paradox in a way, since, if you want to have a BS, you need to be on the server for quite a while, trading, mining or whatever, so the indie MUST have some kind of expirience and is only rarerly are real lolwut.
When I saw the LNS caps in my early FL disco time not so long ago I thought they were lols and stupid, but when I interacted and became one of them, they turned out to be cool guys, capable of rping quite well.

on a side note , come check out Omicron Gamma , and realize that ,on a bad day , 80% of the capships there don't even speak proper (read any) English.
not to start about the oorp behavior that is really becoming a problem
Take it to the factions feedback so that it can be aired out and resolved or don't bother posting it.
If it is so bad that you think it is broken, it should be worth pointing out. If you don't feel like posting it in their feedback thread or pointing fingers, then it must not be that bad. Or you're scared of them for some reason. Which is silly. Very silly.
very often - we only get one view of a situation - and if the other side happens to join in - they are defensive and justifying .. or counteraccusing. but at that time - things are more emotional than rational anyway.
experience tells that:
- faction feedback is sometimes taken seriously and resolved
- sadly often the faction becomes defensive and very protective of their members ( which isn t a bad thing per se - but can be taken too far )
- sometimes a faction being defensive becomes insulting - and accusatory - which makes giving them a feedback a rather bad experience
when gameplay is disrupted by an official faction - and when you have maybe had a talk to the faction leader in private ( PMs ) - which has not resolved anything.....
i would suggest to file a report - provided you do have the timestamed screenshots of the ENTIRE conversation that took place.
if things were like you described them ( can t tell, cause we only have your word ) - the bheaviour was close to mobbing, insulting - and might be described as abusive. - which would be a justification for the admin team to "have a talk to the member and/or the faction" in my opinion.
if the factions cannot solve disruptive behaviour - the admins are there to ensure a healthy playing enviroment. - which also includes to ask people not to make other people feel bad.

I mentioned the LNS , not CNS or whatever secondary fleet tag they have (or not have )there and yes, I am aware of the situation in Gamma.
EDIT: In the LN secondary fleet everything is better it seems
