I've seen it happen, I was fighting a faction along with some other players, 3 of the same faction + some indies.
There was one new recruit in his starflier in the midst of the battle, but with tag and such. In the middle of the fight, just looking, but under Lv30. On the scanner he was hostile and not really distinctive from his factionmembers, so you have to be really careful and with mines and stuff flying around, he's bound to get killed. Which happened. Fortunately he took it lightly, but it is indeed really anoying if people just watch, but very close to the fight.
Indeed very anoying, but I'm not sure if you can make a rule or something for this sort of actions.
This is extraordinarily annoying, though I do think that the vulnerability of the Starflea has been grossly exaggerated. I'm much more concerned about the lag that this creates than the lives and welfare of starflea pilots who don't really RP.
Once, during a heated battle I took screenies in a starflea while some 5 UoGs exchanged fire with 6 QCRFs.
On another note though, you can't expect everyone, especially newbies, to RP like pros. The other thing is, we can't exactly tell them to "scram." Thus, my solution to the problem:
1) Have battles in deserted systems whenever possible.
2) Never fight outside a planet.

Well said Pierre. It would be harsh to say just do not spectate please. If you don't want trouble, then arrange the battlefield location accordingly prior to the event. And yes, try to organize them in deserted areas.

*sigh* it's not only about organized battles it's mainly about accidentally started fights for instance in NY and around when eg 8 players are involved and other 4 spec. And bealive me you don't have to fight outside of planets to bring attention of specs.
I would rather prefer solution like this:
"Rule: players not involved in fight should immediately leave area of battle under threat of being shoot down at will"
Maybe it could solve it in some way, anyway I really doubt it can be done at all ..

That rule might work pretty well. Although a more generalized rule about "soliciting attack" might be in order too, I seem to recall some people who read the rules only to abuse them...
Just don't start a suicide fleet battle above manhattan and start accidentally killing everyone around, please.
On the other hand, where there are three or more members of the same clan in the battle, I'd make it short and declare it a clan battle. And that's what already is stated in the paper :rtfm::)

/signed. Methinks another useful rule addition might be KoS all civvys over lvl 40. Make 'em come to the forums, at least.
Alright, awesome solution: make battleship have so strong refire rate and make them do minimal damage - but just enough to two hit kill starflea: there ya go for friendly fire XD
