3: They had 20 years to rebuild and rearm. Remember, the Rheinland fleet that defeated the Kusari navy (did they annihilate the sum of them?) hightailed it home shortly before the Nomad defeat at the hands of the Order in the singleplayer campaign. So Kusari was left with an intact infrastructure, but a very damaged military fleet. Result? They'd repair what they can, and rebuild from scratch what needed replacing. Means they probably had the most modern navy around... And don't forget that Bretonia was attacked as well.

This doesn't take into account the arms race that was going on before the Vanilla campaign, which no doubt would have continued as Kusari rebuilt it's Navy (Including rebuilding 300 year old battleship designs >.<).
In a 100m sprint, Rheinland tripped Kusari in the middle of the race. Bretonia stumbled a little but kept going. Sure Kusari got back on its feet but it still lost ground.
How it managed to create a fleet more powerful than Bretonia's within 20 years, while Bretonia built up its own, makes little sense to me, especially if the Kusari economy is not currently collapsing.
