I know the Vigilante says cannot hunt in Omicrons but does that mean they can't visit a Freeport situated in those systems?

It says - Can hunt pirates and terrorists anywhere in Sirius except for the Omicron systems - Doesn't say anything about not being able to fly around there, it says you can't hunt pirates and terrorists there.
