it says Order is hostile to Navy and Navy is hostile to Order but..but..look what happen in Minor and Alaska..they don't shoot at each other..they talk to each other..and they scan each otheer...and Bounty Hunter is shooting at Order as the rep list saids..so,is Liberty really hostile to The Order? if they are hostile, NPC's RP? or their secret agreement?

Bug, nothing more.

Go check the Kabukicho, Farmers are attacking it even though they are allies with Hogosha (Kabukicho - Hogosha base).
