Even though we at the volksrevolution are rather open-handed about our technology, we don't have the habit of throwing them at total strangers who've neither done any favor for us in the past nor will they be of any use in future.

As for your other two requests - Namely, permission to ship Blood Diamonds and also to use our bases -, Hessian bases are open to anyone as long as they don't display hostile intents toward the volksrevolution or our friends. The cargo delivered to Hessian bases is also welcomed, but it's in no way a favor for us as you get paid in full for the cargo delivered by our resident dealers, so that in no way would count as something you'd do "in return" for the technology you were requesting.
