I would like to bring attention to the actions of both the Order and Gallic Royal Navy to Navy High Command, and to events regarding the Order and Gallic Royal Navy operating in Liberty Space.
To begin, Myself and fellow Navy pilot James Hedley were patrolling near Norfolk, when we came across a most curious sight, an Order Osiris Class Battleship was near Norfolk, and the Missouri was not firing nor was the defence weaponry on Norfolk Shipyard. Myself and Hedley pursued him to the outskirts of Zone 21. Where a fellow pilot, CJ Edwards joined us. We questioned the Captain of the Osiris who didn't reply back at all. The Osiris then headed through to Alaska.
We cornered him in Alaska near Juneau, where after a brief conversation, he proceeded to dock on Juneau. I believe you can see my cause for concern? I have no idea how an Order vessel could dock on Juneau.
Now on to the next matter, in a later patrol in New York, I came across a Gallic Royal Navy fighter near Fort Bush, callsign, MonBlan. I attempted to open a communication to determine his reasons for being here. His answer was to shoot me. Hedley arrived to back me up and two Bounty Hunters also came to assist. We chased this Gallic all across New York, right into the Badlands where he disappeared.
As you know, during this time there were talks between the USI and the Council. We informed both parties that a Gallic Royal Navy fighter was operating inside New York. No doubt his intention was to disrupt the talks or obtain information regarding Liberty - Council ties.

Officer Lawson, I'm sincerely overjoyed with the solid evidence you and your wingman provided, because we occasionally receive similar reports of unauthorized individuals having access to almost everything they see. Unfortunately, due to the lack of proof such issues are simply overlooked.
An Osiris class battleship having clearance to dock with the most classified installation in Alaska is something I never even dreamed of happening. This is a serious issue and will have our full attention in finding out how the Order managed to pull such a trick out of the hat. The staff which was on monitor duty will be questioned along with some other officers as they have a lot to answer for. Failure to distinguish an Osiris from a Dreadnought is not my favorite joke to start the day with. There's also the possibility of inside work at hand, the media may prove right I fear that the infamous corruption had spread itself in every infrastructure.
Juneau shipyard will be closed for the time being, should we find that Osiris then our first priority is to capture most of the crew, preferably alive for interrogating, and investigating every bit of information in the Order database.
As for the Gallic Royal Navy, a lone bird flying all the way to New York is hardly a coincidence. I suspect they were sent on a recon mission to assess Liberty's defenses or like you've already stated, to interfere with the Council. Causing tensions in such delicate situations is but a mere example of psychological warfare.
Excellent work officers! Although the provided intel concerns me greatly, it is good to see that there're still competent soldiers within the ranks of the secondary fleet.
