Pirating, transporting and slaving seem different and mentally I couldn't really fit slaving into the unlawful factions or the transporting factions, hence the question.

If you want to pirate passengers, use an unlawful faction that allows piracy. There are ~20 to choose from...

If you don't want to pirate, and just want to smuggle slaves, you can be an indy for any of the NPC factions. The software and the server rules allow you smuggle with any of them, and the only prohibition against it will be the in-RP stuff. So for example, get an IC ID and smuggle, but if you are caught by the IC| faction they may declare FR5 on your ship to prevent you from docking on their bases, at which point you would need to join a different faction. I think the Junkers are less picky about this but I don't know for sure. I have seen indy Zoners with slave cargo too. Alternatively you can use a smaller ship and use the generic freelancer ID.

Junkers tend to use it a lot since it has a Junker-ish look to it. Although they usually use it for all smuggling not just slaving. Honestly I think the ships needs a name change if the Slavers cant use it anymore.

The Slave Liner's name is a bit of a problem imo. While it is used primarily for slaving, yes, it doesn't have to be used for that purpose. I believe the Junker ID does (or did in .85), allow the use of the Slave Liner, which was used for general trading with the extra defensiveness the Liner provides. I also believe most houses consider the ship itself legal (I know Bretonia does), preferring to refer to it by the name Pilgrim Liner, not Slave Liner.

So really; if the FL ID has enough cargo, it could, or the Junker ID could, or pirate factions could. It's a semi-generic shipner, for use by the semi-lawful/unlawful factions. (Lawfuls have the Enterprise and Bretonian Royal Liner)
