CR are treated as a non canon player faction so unless you join the official faction you no can haz. Perhaps that will change later, considering many want to see invite only factions ids to allow indies. Although in discoland you never know what can happen.

I do believe that falls under the "stupidity" clause.

That said, CR's always been invite only, just like Nommies, Wilde, SCRA, Hellfire, RoS... and a few other small factions that prolly elude me. Heck, we got over 101 of em... There's no need to change this. You want caps? Plenty of open factions with caps.
