Try adding a few stains to the image, to give the paper a worn out look. Vector masks work good in my experience, ever since Cabulb taught me how the heck they work:P

Well obviously she would be taken by some LN or LPI to sugarland and in-RP dropped off there and probably continued on forums if both parties want to.

It looks nice, my only question is why would the LPI (as I can only assume they would put out bounties on Liberty criminals) make their bounties look so rustic looking?

Even nowadays wanted posters are very plain white paper printouts, or electronic billboards.

I'd love to see what you could do with the Manhattan cityscape and changing one of the billboards there.
Maybe even a gif.:P
