At the time his father worked as a smuggler for an unknown Outcast family. His father quickly proved himself among the Outcasts and Liberty Rogues, making many friends and eliminating several enemies. With his brother Alejandro the two built a crime network that helped to extend Junker influence deeper into the border worlds.
The two brothers acquired enough money to purchase the abandoned smelter in Puerto Rico and turned it into a legitimate business (Culebra Mining and Manufacturing) and cover for their illegal enterprises. Julio always wanted to be more than just a scrap collector and imbedded the same ideals into his son. Julio would often embark on long deep space exploration into areas never seen by Junkers. It was all going well until
Julio vanished into the unknown and Alejandro took over the family business. Raphaels uncle blamed the bounty hunters for his brothers disappearance and died trying to avenge him. Raphael was left to run the family business himself all while helping to raise his cousin Diego.
Culebra Mining and Manufacturing almost collapsed but Raphael had the fortune to meet a young gifted Junker by the name of Ratchet. Raphael brought the younger man into his home and the two hatched a plan that made them millions. Later the two would save the life of a young medic named Nightengale who was also welcomed into the fold.
Life has had its ups and downs but the Culebra family has made it so far. Raphael is constantly pushing for the Junkers to become more than they are and has met stiff resistance. He has his fathers drive and will which leads many to wonder when he too will vanish into the void
