Example: An Outcast pirates fellow Outcasts in front of Alpha. He has been warned numerous times by Independents, Official Factions & players representing the Outcast Government. He either never responds to PM's or states " No speak English" . Screen shots are taken for evidence. With said evidence, he could be listed as Hostile to the Outcast even if he is one.

1) Can the KSP (or another Police official faction) really use this to exercise FR10? It is apparent from the thread in question that the KSP have NOT interacted with the character in question. All they've done is look at pictures of the ship taken by a third party.

2) The OP is requesting that the offending ship be made hostile to all lawful bases. Can the police faction really have a ship's reputation set to hostile for factions other than the police? Samura, for example, is clearly not the KSP faction.

1) They have to have some sort of forum interaction. They could make a comm thread to the character in question for example.

2) I would assume so since inRP the police could send a message to Samura saying "dont let this guy dock."

They can't fill FR5 before interacting with him, or attempting to. For the matter a forum communication would be sufficient, which could include invitation to a trail and so on.

As for question number 2: Depends on the situation, on this matter I think he will get a full FR5 to all Kusari lawful factions (if it get through), since I don't think Samura would allow a known criminal on their base, would they?

Considering this is about the KSP. And I assume its about the thread of teh HoT guys.

What you're seeing is merely the beginning of the RP process. We have a Criminal database in which we use to contact the offenders. Personally I do not handle that part of the process. Give it some time. Bureaucratic works take plenty of it.

Thanks for clearing this up

1) Yes, once the KSP send a message to the offending party over the forums notifying them of the trouble they're in.

2) If KSP file a 4.10 (aka FR5) and request it done for the whole house, it's an Admin call; otherwise each individual faction in Kusari has to file their own 4.10s in order to get absolute coverage.
