Just out of curiosity,

1. Where to these independents find the money to even get anything larger then a gunboat?
2. Where do they find enough crew to get the thing into space.
3. Oh, and lets not forget that the House governments do not sell their ships to anyone outside the registered faction for that House Navy.

I don't think they actually sell their ships at all, more give them out for free to officers. But otherwise, you are totally correct. You'd need to pay, feed, hire, possibly train and otherwise satisfy hundreds of humans and keep robots and computer systems well maintained and programmed (look at the level of maintenance needed for an ancient server here, and imagine that for a cruiser) just to man a cruiser. Even gunboats, probably numbering 10-20 crew, would probably rack up a lot of expense.

We do police all of Bretonia, and we do RP as more or less the entire BPA, except as members of the BPA, not the BPA itself.

This statement confuses me.. the BPA is an entity made up of people. If there were no members of the BPA, there wouldn't be a BPA in the first place except as an empty legal fiction. It would be like a corporation with nobody in it.
