I too made my very first char and brought it up to PvP levels through NPC missions. I remember the pain as for the first bit I was all alone and I never before got into trading be it in SP or back when Microsoft hosted the server (started with like 50 mil anyways). My survival increased dramatically when Athenian noticed me and I found myself in a trio of bounty hunters with one of them having big dreams of making a faction, Athenian. I already had me fully loaded Manta by the time Athenian finally managed to convince me to make a hauling character (which I built up slowly from scratch by hauling) as big plans were in the future...the rest is a long series of stories that lead to me here. Point is, find some friends, your gaming experience will improve as will your entanglement with the community.

Remember how much crap we were given because there were 5 of us working together in California and we kicked all the pirates out? Those were the days when being a bounty hunter really mattered and was fun - doing stuff that the navy and police just couldn't do...

If you didnt shoot, and said underlevel may have said that, sure, I would be annoyed.
But your saying you will shoot if said underlevel does not answer you, using 'zoner space' as a referencum here, which is plainfulyl wrong. I could careless about lower ranks if they dont go and respond. For all I know, they may be repping, or doing missions, ro whatever other reason.
Zoner space does not exist unless theyr either in: Baffin, Yukon, Omni 74 or Omega 49.
Zoner is not an house at all. These systems do not even connect to be called a house.
Theta is contested by sairs and BHG.
One thing to never do, is to watch newbies with care. Your not an admin, and even if an admin would do that its plain abuse.

I think you missed the point of my comment. Just because you're in an underlevel ship, you are NOT relieved in any way, shape, or form from role-playing. Thus, using my example above, I'm in a Zephyr and you come sailing into Baffin in a level 25 ship. The sheer fact that you're protected from me actually shooting you doesn't mean you can completely ignore me - or worse, simply tell me to leave you alone BECAUSE you're underlevel.
Note also that if you're in a Guard type system - rule 4.2 applies as well, so ANY player in a Guard system is fair game.

The problem is that there are actually some deadly fighters available for only 1,000,000 credits with equipment. The gallic light fighter and the colonial light fighter. Without armor you may not stand a chance in a 1v1, but in a group you've still got strong enough guns to be deadly. Raising the level would risk allowing people to abuse this.
I really enjoy flying my unarmored griffon with basic equipment. It puts me around level 35.
Am I a real threat to MKVIII armored fighters? Not really, but I shouldn't be picking a fight with them anyway.
I play the way I play because I want some challenge and put a self-gimp on myself to keep my tech low and my cash-flow slow. I'd hate to have to either put more tech on my ship or fly around with an ooRP amount of cash on hand just to boost my level above 40. I don't want to hide behind no level limit.

^ This - 30 lvl is fine as it is.
Recall prohibition of shooting transports by capital ships - we do not want a repeat of the situation
of hordes abusers in flight-fighters who fly around and anoy players - and harm gameplay / RP.
Raise the server minimum wage, too! We are entitled to it!
If you find yourself getting killed a lot, try doing your thing in less active systems, or picking fewer fights.
