But I have question about ID,IFF mix... I have 3 characters where ID do not match IFF:
but two are important in this case:

1.Civilian ID - Junker IFF
Liberty civilian - guy who born in Lolberty and since when he was in trouble
only Junkers decided to help him - he use Junker IFF, but still he is just a Civilian.
---
many many times I was shoot down by LSF/Navy or Xenos just because of IFF
IMO that mix is perfectly fine, but some people tell me that I should change that (sic)

2.Pirate ID - Junker IFF
- pirate alied with Junkers
---
Once when I trying pirate some miners I was shooted down by Junker ID/IFF player
I was WTH?! when I asked him in OOC why - I get reply, that those miners were helping fill up his ship...
So You shoot alied ship intead tell that they are helping you? what allied? You are a pirate...

------------
In summing People - leave more room for creativity, similar mixes exist,
and have bases inRP.
And what is more important - both ID and IFF make it what kind of character you are.

Generic IDs can have whatever IFF they want, but if you have a Junker IFF then its up to YOU to act like a junker's ally. Shooting the guys working for him is NOT acting like his ally, Im not surprised he shot you.

As to original question about what's InRP and what's not. For me it was always IFF being an RP identification card while ID was the OORP thing to see what actually can someone do and what not. For example dudes flying under freelancer IFFs are treated as freelancers while they have have Pirate ID, Merc ID, LSF ID, Rep Ex ID, <insert any ID here>.

The problem was, that I didn't know that they were working for him,
a specially becouse their ID+IFF and the fact that I was shoot down before
I was told that they are working together (they were not even in one group)

Please dont carry around any additional IDs around especially not for the lulz. Its pretty damn annoying to loot them by accident since you cant just drop them and suddenly break a server rule. Whenever this happens as a Pirate I have to go the damn long way to the next base or have to force a trader to take it but then the trader is breaking a rule.

So please everyone... only buy IDs when you equip them or going to give them to someone.
