How you intend to apply same rules at 2 different characters/ unlawful freelancer and lawful freelancer/ using the same ID?
The simple answer is to bring back the Merc ID that is neutral no dock rephacked in house space.
Other way is to enable the Official Police factions to do request not changeable rephacks because it is so damn hard to rename your FR5ed char and fix your rep- it requires 5 min time and 2-3m in credits.
Why one get FR5ed if he shoot OSI ID zoners while the same guy might protect other Zoners?
Just add more IDs and IFFs for zoners.
It is the ID/Rep system of the old game that is not made for that to blame not the rules or the server. However there are many simple solutions that could be implemented by the devs.

CDs do not count as an engagement, so that goes out the window as well.
A pirate can hire a freelancer on the spot to assist the destruction of a ship, so that works, but does that mean that they can be hired to sit in one spot and destroy/pirate the ships? How do the pirates tell the target, that the freelancer is hired, not acting on his own.
I believe the pirate has to be actually there (perhaps within scanner range of the trader, so he can see the pirate ID?) to order the freelancer to pirate the guy. otherwise all the freelancer can do is slow down, or collect a bounty on the trader if theres one on the forum.
