Bonjour, allow me to present myself.
I am Robert d'Autoine, Head Councilor of the Commonwealth, a zoner association in the upper taus.
It has come to my attention that yesterday, a member of the Commonwealth was transporting Silver to the Tau Region and it has been stopped by a member of the Police Authority and sanctioned with a tax.
After we got documented on your laws with a bit of a more insight we found out that the incident was a misunderstanding, understandable, but detrimental to the integrity of the Commonwealth's interests. Unfortunately, the misunderstanding was our fault and by this, I would like to forward you my excuses in the name of the entire Commonwealth. Mille Regrets!
Since we're on this subject, monsieurs, I would like to ask if there is any possibility of acquiring a Tau Trading License on behalf of the Commonwealth? Since we live in the upper taus, we need to sustain our "prosperity" and we can't afford to be cut off completely from the rest of Sirius. I assure you that all required details and questions will be answered.
That would be all. Au revoir, monsieurs.

I am slightly surprised to hear such a Gallic accent come from a Zoner but from what I have heard from the Council, Gallia would be particularly prone to its people wanting to live beyond the houses.
From what you have described, it actually appears that you have misunderstood what happened in Leeds. This was neither a fine, punishment nor has it given us a poor view of your - otherwise unknown to us - organisation.
Currently operating under a new budget given the continued state of war we've found Her Majesty's nation in, maintaining the embargo to prevent trading with our enemies has been funded in part through the Tau Tax. Legal traders such as yourself can be charged a small fee per crossing to the Taus, or apply for a six-month Tau Trading Licence for themselves or an organisation, providing an exemption from the tax for those who regularly make the crossing.
As far as I know, most types of Zoner are unwelcome in Gallia so there should be no problems with you bringing supplies that way. If you do with to apply for the licence, the correct channel may be found on this frequency. Our officers will also be able to provide escorts with no forced amount if they are on patrol while you are passing through Bretonia and its borders.

And so it was just a tax? A fare, non? Simple as that? No public execution? No decapitation? No execution by being locked in the wreckage of an old ship going to be blown apart by a fleet of battleships? Bretonia is so non-entertaining.
Anyway, merci beaucoup for the cooperation and the time you have accorded into this matter, monsieur.
I shall now take the responsibility of signing the Commonwealth to the frequency you suggested into my hands.
May prosperity guide you.
Au revoir

A simple misunderstanding, and thankfully you cooperated. If you wish for the law enforcers to be agents of tyranny, perhaps you made a mistake in choosing to separate yourself from Gallia. Perhaps you can take a look at rugby for some entertainment, since it has been some time since our people partook in regular public executions.
