Allow me to introduce myself, I am Joseph Garcia of the Sirius Coalition Revolutionary Army. Having just taking part in an expedition to Pennsylvania I have been confronted with the realities of life in that area.
It is my desire to conduct anti-piracy operations in the sector in order to secure it for both the Zoners as well as any civilian miners operating in the area. Their plight and their reception of our presence further reinforced my desire to conduct this operation.
I am requesting that you allow my "Storm" Gunboat the "Revolt" as well as the gunboat "Trinidad" access to Bethlehem station for repairs and refueling so that we may patrol the Helium clouds where the bulk of the pirate threat lurks. You have my assurance that the Revolt and Trinidad will never engage Military or Police forces while basing out of your station and will only fire on these forces in self-defense and will cease fire if they are no longer a threat to us.
I look forward to your reply and hope that you recognize that the elimination of the pirate threat is of the utmost priority.
First the BDM pays me to look the other way, now the SCRA wants to dock. Hell, you're asking for even more problems. This isn't exactly a good place for fried chicken, Garcia. Your desire might be noble, but my station still has to keep up the appearance we tell enemies of Liberty to go jump off a bridge.
So, what the hell can you offer as compensation for me to risk my station?

I'll pretend I didn't receive that comment about the BDM, though it does make things interesting.
As for compensation, the SCRA is not in the business of trading with credits. That being said, if you allow us a presence onboard your station then I'm sure we can work out some sort of deal in regard to the defense of your station. I'm sure there will always be those who are... unfriendly with you and we can provide the military might that you lack.
Allowing us to use your base would also go a long way in improving relations between the SCRA and your station. You could say that we might owe you a favor in the future, should the need arise.
I'm sure you will make a wise decision Administrator.

Perhaps the Navy needs to be distracted from your affairs. Maybe the Buro Der Marineintelligenz double crosses you. We can offer you something that you may not otherwise have:
Military Might.
All this for simply letting two Storms use your station. A more than generous offer to be sure.
