My name is Thomas Kosa, freealncer transport captain, commander of Dallas Base. I am writing to you to explain the unfortunate events happening in the Texas system around Beaumont Base for which I take full responsibility. A new space installation was established without the permission of liberty forces named Dallas Base. The base was immediately labeled hostile by Liberty and also by Junkers. However there was nothing unlawful intended by either me or the workers on board I understand not asking your permission was a mistake.
The goal of Dallas base was to provide sufficient life standards and proper employment for a few hundred people of Houston including uneployed spaceport workers and a handful of scientists. I myself was living on Houston for years and have seen families fall apart because of the harsh conditions, low wages and unemployment - all common things in a society handling millions of citizens. I've seen young talented men cripple, turn unlawful or simply die under the burden of the fight to stay alive. Over the years I learned this was inevitable, yet I couldn't accept it! That's why I planned to construct a base where all these phenomenons are banished. Of course my efforts wouldn't have come unpaid as I was planning to make valuable researches such as surveying uncharted planetary surfaces for valuable rescources or solving the mystery of the Dallas incident. Apart from these goals the most valuable achievment would be to give hope to even the most desperate people living on Houston.
I feared that you will never approve such an operation so I made this move without the acknowledgement of Liberty authorities.
That was a mistake and I apologise for the disrespect I showed Liberty and the chaos I caused.
To stop any further trouble I decided to abort this attempt, so Dallas Base is currently being disassembled. The evacuation of the crew and the most valuable equipment will be finished in 2 days. For the coming period the crew will be quartered on Beaumont at my cost and the equipment will be stored in a transport ship.
Also, I am requesting you to approve construction of a base on orbit of Planet Chisos. I have read and understood the Law of Liberty and request to start construction of a legal base called Dallas Base - in memory of Dallas Research Station lost almost 3 centuries ago. Monthly rental fee would be paid as stated by base construction section of the Libery Code. Docking rights would only be given to lawful factions and specific junker vessels.
The base would operate under the same principles already stated in the first paragraph, except that this time everything would go legal. Also I must give up the advantage of being so close to a base with everyday supplies of basic alloy and life support material (Beaumont Base) in favour of being closer to an actual survey subject (Planet Chisos).
An alternate location for base construction would be between Pequena Negra and the North Dallas Debris Field. I believe the large number of debris and the nature of the Negra cloud would both provide sufficient research material regarding the cause of the Dallas incident.
The base would also have enormous storage capacity so I plan to have considerable amounts of MOX for sale.
I hope the removal of currently built Dallas base and the construction of a new one under lawful conditions will provide proper compensation for the unnecessary trouble I caused recently.
