I compare the MND with the BND (Bundesnachrichtendienst) in real life, but there are some small differences. I know much about it and i think, more informations would make it more interesting.
But first of all, i would like to know the following things:
- Wasn't the MND even a own official faction? If jes, what happend with it?
- The MND consists of several departments. Is the BDM one of it?
- Is the BDM the head of the MND?
- If the BDM takes the lead of the MND, wich department is responsible for the execution of missions?
Well, that dosn't make sense for me. Why they called it "Buro der Marineintelligenz" and not "Marinenachrichtendienst"? A Buro want to represent the complete secret service? I can't imagine that.
Thats like, as you would rename the "Rheinland Military" to "Buro of the Rheinland Military" The Rheinland Military is a large organisation and not a simple Buro.
I think that need to be changed.
I would suggest, to rename the BDM to MND and split it up into two departments like it normally is. Then there is the BDM and the second department, which i still don't know how to call it. Maybe "Abteilung für Sondereinsätze"
The BDM communicates with the Bundestag, gets instructions of the Kanzler, decides about important situations and give orders to the Rheinland Military. In case of a special mission, the "Abteilung für Sondereinsätze" gets the instructions of the BDM and is responsible for the execution of the special operations. They send out their ships, collect informations, or destroy important targets.

Long before BDM was created and asked for the officiality, there was a MND faction called Rheinland military marinenachrichtendienst, with the tag [RM-MND]. But the RM-MND never wanted to be a standalone faction, but wanted to stay a part of the [RM]. With Alec's leadership of the Rheinland military, he openly was saying the RM-MND was just a placeholder for a possible new MND faction.
So it happened and Avalanche created the BDM, asked for the officiality pretty fast, the faction did not even fulfilled the minimum criteria of player faction activity and in two months the request was approved.
All I have to add is that in the beginning the BDM was trying to do undercover stuff, using civilian ships and especially snubs. But how the time passed it became a cap faction what could go deep into enemy territory and gave a wonderful example to independent players...
