You can actually copy pasta it into the official server, with a slight change of names
This Galaxy is vast; its wonders and beauty are almost unfathomable. But the galaxy also hides dark secrets, some of which have lain dormant since the beginning of time itself. There is a danger in secrets, both in seeking and in knowing. Some things are meant to be hidden from view. Some mysteries defy understanding, and sometimes even the things we think we know are untrue. Some secrets should remain untouched.
Also, remember the basic rule: when you don't know who the other player is, you get on your feet. And if the person is "RP-ing" just to distract you then yells "engage!" and shoots you, you have a disavantage.
Therefore, most players tend to engage pirates as quickly as possible, plus the fact that 99% of the encounters end in pew pew (I only ever saw one pilot be "arrested" and two "surrender") doesn't really lend itself to long talks that will end with one of the two shooting each other and everything resorting to violence.
If more pirates in house space had your mentality of RP-first-Profit-later, we would have people who actually got arrested and created RP plots. But as people go, the great majority of conflicts always ended, end and are going to end in shooting each other shortly after meeting.
Also, someone explain to me the ridiculously stupid habit of pirate = sarcastic-bastard-who-thinks-he-is-funny-but-actually-isn't motif? Cause that makes no sense at all.
Don`t forget the silent traders or those that don`t want to talk to you.
I met such a guy quite recently, I asked him to hang around for a small chat (he was a trader and me a pollice officer), I disrupted the trade lane to make sure he won`t ignore me due to the fact that he didn`t even bother to say a hi to me, and while I was typing my conversation he starts running of course, I disrupted him, order him to cut his engines or face distruction, he didn`t say a word until he died.
After that he makes up a nice story and says it to his friend which starts "bombing" me with private messages and then the silent trader wakes up and asks me why I killed him.
Again, after a short conversation, he pokes me in the face with something like I didn`t want to speak with you, you think that if you have a bad**s ship gives you the right to stop people?
What can I say to that? He sure is a great role player trader...
The problem is mostly in liberty - I have a liberty pirate chara and I literally ether have to start shooting fairly quickly or 2 battleships and 3/4 fighters show up and all take as little time as they can killing me. I tried 5 times in separate encounters on different days with diffrent players to surrender and before I could do a single thing I got ganked. Its got to the point where if I am in any chara that could be considered not fully lawful I generally stay well out of liberty since I have been ganked for every reason under the sun - even for trying to rp the character I was flying. The rare occasion I get decent rp is the odd one out.
Edit: A memorable occasion was a LPI player who killed my council trader for being a gallic ship despite my assurances that the council were fighting Gallia.

This goes for freelancers also. Apparently any freelancer in a VHF or Gunboat is considered a pirate suspect. I have been stopped many times and questioned. The they come up with some sort of fine for a "unsafe" ship. I tend to stay away from Liberty unless i am on my Zoner.
